With a 1.5 V rating for both Read and Write operations, a series of I2C EEPROM devices from Microchip is purported to have the lowest operating voltage available on the market. Operating current is below 400 microamperes. The devices feature an operating frequency of 100 kHz at 1.5 V, and are available in densities of 1 K or 2 Kb.
