For cooling, the major hardware companies are working on new fluids, more efficient heat sinks, and new approaches to air flow, including the design of whole data centers in self-contained modular units. That helps with power reduction as well. On the tax front, the EPA is lobbying Congress to make tax write-offs for Energy Star-certified computer gear. This appears to be a nonpartisan issue that will likely advance quickly.
